Palestinian president Mahmoud Abbas gestures after delivering a speech on the second day of the 7th Fatah Congress on November 30, 2016, at the Muqataa, the Palestinian Authority headquarters, in the West Bank city of Ramallah. Abbas addressed his Fatah party's first congress since 2009 as he contends with internal dissent and grim prospects for advancing his decades-long goal of achieving a Palestinian state.
